Charles T. Taylor, Ph.D.

Dr. Taylor (Chuck), Co-founder of PROTEUS and Executive Vice President of the CYBER & SIGINT divisions at Polaris Alpha, possesses over 25 years of experience as an entrepreneur, software and systems engineering leader and early researcher and adopter of advanced computing and technologies. From the inception of PROTEUS, Chuck envisioned growing a company of high-end software and systems engineers to provide a new level of engineering expertise, ethics, enthusiasm and professionalism to the Federal Intelligence Community. He has worked tirelessly to build and brand PROTEUS as a ‘go to’ partner for software and systems engineering solutions, and has fostered trusted and long-term, strategic partnerships with key corporations within the IC/DOD.
Chuck performs strategic planning and oversight for company business development & operations, specifically providing senior leadership for business development initiatives, engineering efforts, IT programs, research and development and special programs. As President, Chuck is responsible for maximizing PROTEUS’ operating performance and achievement of financial goals. Recently, he has also accepted an assignment as the Program Manager of a high-visibility, mission-critical Cyber Security/Engineering contract within the Intelligence Community.
Chuck received his Ph.D. in Computer Science from Lehigh University, and his Master and Bachelor of Science degrees from East Stroudsburg University (ESU). As an active supporter and contributor to the Pennsylvania University Systems, Chuck maintains close ties to his ESU Alma mater, including corporate technical collaboration with the Computer Science & Security Department on Cyber Security activities; scholarship fund contributions and donations in support of the newly constructed Hoeffner Science and Technology Center; and in 2010 delivered the Graduate School’s Commencement Address. Chuck continues to pursue a variety of learning opportunities and is currently enrolled in the MIT Sloan School of Management’s Executive Leadership Certificate Program.
Chuck actively supports the Armed Forces Communications and Electronics Association (AFCEA), specifically the Central Maryland Chapter (CMD), a growing and dynamic organization of over 2100 volunteer Intelligence Community/DOD professionals. His AFCEA roles have included: VP Awards, VP Small Business Affairs, Executive VP, CMD Chapter President (2011-2012), CMD Chairman of the Board (2012-2013), and AFCEA Board of Directors Member (2013-present). Chuck has rallied his professional network to raise awareness and promote the Chapter’s primary mission to serve the local community through merit-based scholarships. Under his leadership, Taylor also initiated the Chapter’s inaugural, “Freedom Scholarship”, providing two high-school seniors who have endured life-altering hardships, the required financial assistance for their STEM-based college educations.
Chuck is married to PROTEUS’ former CEO, Teresa; they have 3 children together, and live in the Annapolis, MD area. In his spare time, Chuck enjoys playing piano, wine tasting, playing organized baseball in the Chesapeake Senior Men’s Baseball League (CSMBL), coaching his son’s select travel baseball team, attempting to throw a lacrosse ball with his other son and daughter (while trying to understand the sport), and spending downtime with his wife, and extended family, which includes their sponsored United States Naval Academy (USNA) Midshipmen.
